Yes , it is valid for droppers also because it only states the limitation of marks , the year of passing class12 is not mentioned in the scheme , so droppers should be eligible to avail this scholarsip. Yes , the government will pay the fees but except the (caution money and mess money). The government will pay only that fees that is decided by the government for that college (Entry fees and annual fees).
