You haven't mentioned the name of any college, so I would request you to please mention the name of the college so that we can help you out with your query, however generally mobile phones are allowed in almost all Colleges, but you are supposed to put your mobile phone on silent, and using mobile phone in between the lecture is strictly prohibited in the college, you can carry the mobile phone, but not supposed to use it when professor is teaching.
