I understand your doubt you want to know about mobile are allowed in hostel or not

But let me tell you that it tottaly depend upon administration of your hostel.most of the college  hostel allow to keep mobile while few give only 1-2 hour to use phone and then kept with them.

If you live in private hostel outside college campus they will allow you to keep mobile.
