hope you are doing well and safe. With reference to your query,  I would glad inform you that in ramakrishna engineering college hostel  permises mobile phones are allowed for genuinue purpose only . They are very strict so that students give more times on studies and less time on other activities but yes for calls and assignment work you can you use for phone for sure and yes usage of phone in class is not allowed

There is not any official statement on the college's website to not to use mobile in the hostel, generally mobile phones are allowed in every college hostel, no college say no to use of mobile phone in the hostel, however using mobile phone during the lecture in the college is strictly prohibited in every college, so I would advise you not to use mobile phone while you are attending lecture and only use your mobile phone in the hostel only whenever it is necessary.
