Hello Sneha,  You have not mentioned college name.  But still mobile phones are allowed in all most all hostels. In current time mobile phone needed not only for calls or fun.  It is also used in educational activities like for circulation of assignments or to contact with each other for any query. So I know you know all this but still am telling you that because of these all reasons mobile is allowed in hostels and campus. But please prohibit it in class or in library.

In most of the colleges for the graduate and undergraduate courses mobile phones are allowed. However, in some exceptional cases some colleges may not allow mobile phones in the hostel but most probably electronic gadgets such as mobile,laptop etc are allowed in the college hostel. Hope this helps.
