Non- creamy layer consists of obc student who're economically backward. Obviously you need to give proper proof for the same in order to get the previlages of the reservations. Your obc certificate isn't enough for this you need to get yourself a non-creamy layer certificate with the signature of tehsildar to proof thet you belong to this group.
