I didn't understand your question clearly .it is not necessary to write jee mains you may join in private colleges also .but if you do b.tech in nits it is more valuble for you .it's better to write and better to get seat in cs in nits .you may do b.tech cs in any college

Yes of course it important to attempt JEE Mains exam for entry of CSE or other branches,Because there are many colleges gives admission on the basis of JEE Main.

It is not mandatory to attempt JEE there are some college with their entrance Exam they give admission to you.If you take JEE Main Exam then there is chance to get Good colleges like IIT's/NIT's/IIIT's etc..,it is your wish to attempt or not.
