Hello Aspirant,
NTA does not have any right to make any changes in JEE-Advance cut-off or in anything other the JEE-Main qualifying cut-off which is required for JEE-Advance but it is true that 75% criteria has been waived off for this year for JEE-Advance as well and it was waived off by Indian Government in the wake of COVID-19.
So if you are able to score the percentile more than or equal to the JEE-Main 2021 qualifying cut-offs then you will be able to sit for JEE-Advance if you have passed your class 12th either in 2020 or in 2021. As of now the cut-offs are not out but on the basis of previous year's cut-off, expected cut-offs are enlisted below :-
