Hope you are doing great as per the question asked by you yes O.B.C N.C.L certificate and Non creamy layer is same thing as full form of N.C.L full form is non creamy layer as it is given to those students who belong to O.B.C category and having income less then 8 lakhs per annum. And you need to update your category certificate after 1 April as v alidity of any category certificate is till 1 april after it you need to renew it.
