You have not mentioned the name of the college in which the question you have mentioned will be cleared.In General if there is a gymnasium ina college campus then the students of the college will be abled to  do gym on that gymnascium otherwise there is any prohibition for doing gym by thenon hostelier students of that college .Rather in Lew of a certain amount of fees the regular students of that college is eligible for doing gym in the college gymnasium for the period as long as the student is a regular student of that college.

Well, you didn't mention your college so, we cannot say anything about the rules  and regulations of that college.

Whereas ,in various colleges outdoor students are actually not allowed in gym inside the college campus. Gyms are only be accessible by those who are actually from hostel.
