yes, you can apply for Jadavpur University Decentralised counselling. There is no requirement of domicile as long as candidate appears from the general category to take admission in such type of institutes. 

Jadavpur University will conduct counselling on August 13 and 14 for the 200-odd engineering seats left vacant after three rounds of centralised online counselling conducted by the joint entrance examination board. 197 seats were still vacant. The university has 1,243 engineering seats across 16 disciplines.
