The eligibility criteria for B.Tech in biomedical engineering is that the c andidate should have passed Class 12 with Science stream or its equivalent from any recognized board in India with a minimum aggregate of 50%. The qualifying examination must be with Physics, Maths, Chemistry and an extra subject of the student's choice. So you are eligible for the course.
For the admission c andidates have to take an engineering entrance exam and on the basis of the merit list and a cut-off released by the respective exam conducting body. The admission is not based on neet.
To get admission in any of the top colleges in India,candidates need to qualify an engineering entrance exam conducted on national, state and university levels. A few colleges conduct their own respective engineering entrance exams.

see the general eligibility criteria for b.tech in biomedical engineering is, candidates must complete 12th course in science stream with physics, chemistry and mathematics as a compulsory subject. admission is based on entrance test like jee main, state wise entrance exams like wbjee, comedk uget, mhtcet etc. however you need to check the particular college criteria and admission eligibility . if you have any particular college in mind you may ask in comment section.

Bio Medical Engineering is a part of Electronics and Instrumentation !
80% of the syllabus is made up of Electronics and Math ! Rest is Biology!
PCB students are eligible for Bio Medical Engineering ! Only at some private Universities like SRM University , Ramachandra University etc without mhcet also.
Principally, it doesn't matter whether you're a PCB or PCM. But remember to be aware of the mathematics syllabi of +2 if you're not having maths as 3rd language.
