Sorry but your question seems incomplete as you have not mentioned the name of the hostel you are talking about but apart from that generally phones are allowed in colleges as well as hostels as students from different places come to study and they use mobile phones to contact their family as well as for study purpose also.

It depends whether you're asking for a College hostel or School Hostel because they both have different rules.
In general, Phones are usually allowed in college hostels but school hostels do not allow.
