School leaving certificate is used during admission process to other universities.

Character certificate shows your moral conduct in your school, whether your character is good or bad.

School leaving certificate and character certificates are not the same.

A Character certificate states out your moral conduct or behavior (good or bad) during the time you were in school.

While a school leaving certificate or migration certificate helps you to get admission into universities other than your parent school for further studies.

Many institutions provide the same certificate which is school leaving and character as well.

Generally in this case the name of school , class last attended, attendance  , subjects, and marks of last exam are written.
In the end they generally add character of the student.

However they are 2 separate things. Character certificate is like a bona fide certificate which stars about your conduct and performance during your school times.

Both are different. 

School leaving certificate certifies your schooling years and genera information related to a student like Name, Address, Birth date. 

Character certificate certifies conduct of the student in school.

However few institutes do mention conduct in leaving certificate also.
