Actually not. Senior deputy collector is additional district magistrate who has the power next to the district magistrate. Generally for small cities ADM and collector is same person for the whole district. But for some big cities there are a barrier between them.

In another hand sub divisional officer is the chief civil officer of the subdivision. He have Adequate power to work in a sub division.
