Hi Aspirant,

Unfortunately stammering (talking) is not considered as in the list of disability by UPSC.It is not in the list of disability as per Indian Government.Many countries consider stammering as a physical disability .People can do  fake stammering and also there is a chance of wrong decisions and judgement.People can easily misuse the benefits.Start studying strong and you will surely crack the exams.
