Both the eligibility and the fee waiver/scholarship criteria will depend on the exact university you are targeting, and the course you want to study in it. Hello, here is the complete list of scholarships TUM provides: https://www.tum.de/en/studies/fees-and-financial-aid/scholarships/scholarship-database/The university lists criteria as financial lack and good academic record, and not proficiency in German.
