The pwd category applicable in JOSAA Counselling has some specific guidelines.
Firstly, the person will need a medical fitness report to be made by a registered doctor who needs to implement his or her signature and seal as supplied by the doctors association.
The medical fitness report will state whether the person is physically handicapped or not based on the following criteria -
Mentally Handicapped - at least 35%
Orthopedically handicapped - at least 40%
Deaf and Dumb - 90db and 100db
Blindness - 90% or above
If the person satisfies any or all the following criteria then the person is termed as handicapped in that domain which is referred to as PWD - person with disability.

Note - According to pwd act, 1995, an autistic person doesn't fall under the category.
So yes, if you are handicapped by birth and fulfil the conditions levied then you can avail the pwd category in Josaa counselling.
