Is that Diploma holders can apply for MET ?

Eligibility-

Candidate must have completed Bachelor’s Degree in any discipline of minimum three years awarded by the University recognized by University Grants Commission or Association of Indian Universities.Backward class categories and PWD candidates belonging to Maharashtra State only must have minimum 45% marks.

The admissions to the MMS programme are centralized and are governed by the selection procedure as described in the “Information Brochure – Directorate of Technical Education Maharashtra State, Mumbai – MAH-MBA/MMS” which is issued every year by Directorate of Technical Education (DTE), Government of Maharashtra. 

Thus you need to at least complete your graduation for getting eligible for admission at the college diploma holders or not counted as graduates and thus you are not eligible for admission if you are not graduate.
