No, the state caste certificate is not a central one.


The state caste certificate issued by the government is of that particular state, hence it is applicable to the particular state, where he/she belongs. Therefore it confirms that person of specific Other Backward Class belonging to that specific state.


In other words, central certificate is a type of certificate issued by central government. It holds all across India.


Thus a state OBC certificate would not be regarded as an authentic central OBC certificate.


If you need to get a central OBC, then you have to forward the application to the appropriate central government authority. But, the process and requisites may vary, it is better to consult authorities or seek advice from lawyers.
