There are no such programs in India at the undergrad level and also the options are very limited globally.

You can consider the following options if you are truly passionate about pursuing the course you had mentioned:

Washington University and Lawrence Technical University, USA offer such program that allows you to major in both Architecture and Civil Engg.

The Viterbi School of Civil Engg and School of Architecture offer an interdisciplinary program- B.S in Civil Engg-Building Science.

You can also take up either Civil Engg or Architecture in the UG level and then continue on to the other major in your PG level.
