If you are talking about neet counselling then after the MCC counselling is finished and all the seats are allotted then only the state counselling begins.

MCC NEET Counselling is a process by which the final allotment of seats into MBBS, BDS and other medical courses across India. MCC stands for Medical Counselling Committee and it was formed by the Directorate General of Health Services (DGHS), Ministry of Health & Family Welfare, Government of India.

NEET seat allotment will be conducted for admission to 15% All India Quota seats (AIQ) seats, 100% seats in Deemed/Central Universities, ESIC, and AFMC institutes.
