You can log in or sigh up in motel courses. This is a government portal which organise different courses for aspirants wanting to learn online. Courses are totally free for everyone but if you are willing to have a certificate, then you have to give a paper or exam conducted by nptel after completion of every course. You can apply for the test a minimal amount of fees is asked for around 1100₹. You can be a certified programmer then and use it in your resume. Also there are different applications available on playstore for free, you can install them and learn any language you want.

If you are serious about computer programming then apps will not be beneficial for you at all. You have to get a book like Dennis Ritchie, Let us C, etc and have to solve problems in them. You could also use online resources like NESO academy lectures on C programming, freecodecamp lectures, all on YouTube for free.

And lastly, to learn any programming language you have to write codes in it. For that use, you could use free online websites like Hackerearth, Hackerrank, etc.
