 The Indian government does pay full funding  and partial funding scholarships to study abroad. There are a number of options available like ---  ADB-Japan Scholarship Program;  Geddes Scholarship;  Teach Abroad Scholarship, 2018; EMBL Fellowships, 2018 ; which offer full funding scholarships to name a few.
