If you apply to private universities, you will find that some of them have a few places allocated for tfw (tuition fee waiver). Candidates with an annual income of less than $6,500 can apply for tfw seats, which account for 5% of seats at private institutions. These private colleges may also offer their own scholarship schemes, which students can take advantage of.
