First  I will answer the first half of the question:

It's depend whether college give them a facility or not.

Many Mid tier college have  a gym  and maybe some low tier also have it depends on the college.

Now the second half

It also the subjective answer if the equipments are high class or if  the gym is well maintained maybe they charges fee.
