If Income Certificate is mentioned in required documents in the seat allotment list and you belong to any reservation category then definitely you need to submit the Income Certificate.

It's because while seat allotment Caste Category is also consider in most of the cases and candidates get benefit out of it, so they must submit income certificate in order to claim their reservation benefit.

Also, all other candidates must submit Income Certificate whether they belong to any reservation category or not. But it depends on the seat you are taking and College you are joining and their set of rules. Once try to connect with the College authorities for more information.
