Is there any reduction in the fees structure based on rank?

Yes, many colleges provide scholarship to the students who scores less than 100 rank in their respective entrance exam or who have scored a very good rank in jee main and the colleges which give admissions based on merit give scholarship to the students who have a very good percentile in class 12.

If you have less rank below 100 then definitely some colleges offer scholarship.
Even if your 12th mark is good you get scholarships
