Dear Ronak Yes there is a reservation for OBC in UPSC Civil Services (CS). All reservation in UPSC CS applies till CS final level. The candidates from reserved categories (SC/ST/OB) are given rebates in the cutoff, et.al.
For instance, in 2017, the cutoff in UPSC Civil Services prelims for OBC candidates was 102.66, against UR (general category) cutoff of 105.34. Good Luck!
