No, there are no Colleges with the name Tata institute of engineering but Yeah there exists Tata Institute of social science located in Mumbai as well as in Hyderabad offering different courses like BA, B.voc , Diploma, MA and many more courses. Here is the link of the college. There are only limited courses for engineering like B.voc, diploma in manufacturing etc but there are no b.tech courses available in any of the college
