Yes backlogs plays some roles 

If you are looking for higher education in good univerties it matters and for most of the good univerties they put a criteria students should have minimum backlogs

Even if you have good marks and have number of arriers you cannot get admission in good univerties 

If you have only one or two arriers, you don't have to worry.

If you have more than that and you have one or two years of experience and have good scores in IELTS/tofels or GRE you can cover you arries by you experience and scores of these exams

It depends on the college you want to study. Most colleges just look for the final degree scores apart from TOEFL/IELTS/PTE scores. Many colleges also ask for GRE scores, which forms the basis for admission. So, if you clear all your backlogs before you apply, you should not have to worry. You have to connect with the admissions team of the university to know if they have any specific requirements against backlogs.
