As you have not mentioned your Caste Category I'm considering it as General Category and providing information based on it. To get free seat/ full fees reimbursement, your parents must not be Goverment employees and their income must be less than Rs. 2 Lakhs per annum, for General Category. You can get fees reimbursement if you are eligible and meets above mentioned criteria, if you can get seat in SVU College.
