Yes, NEET PG 2019 has negative marking . According to the curriculum of 2019 , Scheme of examination goes like this- 

"NEGATIVE MARKING - there shall be 25% nagative marking for incorrect answers and no marks will be deducted for unattempted answers " 

SO , any incorrect answers will have negative marking of (-1) . here is the brief of the scheme of marking : 

For every correct response -  4 marks 

For every incorrect response - 1 mark shall be deducted

For unattempted question  - zero.
