We can't say that it is definitely a govt. Institute but most of the govt. Institutes fee will be very less as you said like 10k to 40k depends. There may be chance 5hat private Institute with low fee. However if you are taking admission in any of the Institutes and belonging to backward cast or having a income certificate (saying your father income is less below 1L) then you can get scholarship anywhere. For scholarships the process may be different for different Institutes.
