Yes of course. State Universities of Haryana like Maharshi Dayanand University, Rohtak has around 60% seats reserved for PCB students and admission is strictly on the basis of merit of PCB% in a transparent process. Moreover it is a Govt. University which is A+ grade and has affordable annual fee of approx. 70,000/- and nominal hostel fees as compared to Private Universities.

Hey Sanket.

See pure biology deals with the medical portion of the science studies. If u are willing to enter into the BIOTECHNOLOGY then it is a bit different field as it deals with the engineering portion of the science. If u have no knowledge about the engineering field then u might not get success in the biotech region.

Hope u got my point. Ask if any query.

Good luck
