The cut off depends on the state in which you are appearing the exam, the entrance exam, your category, branch and college you are applying for. The cut off changes for each college and the factors determining the cut off are total number of candidates appeared in the exam, number of seat available etc. Depending on the state they may conduct entrance exam or admission is given based on merit in class 10.
