As you have not mentioned any application form name or anything regarding what you were making payment it is hard to tell you anything but if you are talking about the fee payment of some application form of an entrance exam then don't panic wait for some time patiently. It would be either some sort of glitch or there are many forms where you get option of proceeding further after some hours or a day after makibg the payment.

So just be patient for some time. And if it remains like this please contact the authorities.
