Hello Akash,

PGCET application form 2019 will be started from the third week of May 2019. Karnataka PGCET 2019 is scheduled to be held on July 14 and 15 in offline mode.

It doesn't matter you are from West Bengal, you can apply for it as it provides admissions to karnataka as well as non karnataka students.

As i read in the eligibility clause(official website) only students studying there for more than 7 years can get admission in govt college or candidates mom or dad should've spent 7 years in karnatak is it also applicable for mca?

That is a big problem.
If your parents have not spent 7 years in Karnataka you can apply for it.
And yes this applies for MCA admissions also. If it is not so in your case then you can't apply fir pgcet.
