Hello,

Yes, you can fill the CNET form even if you have 46% in Class 10th.
There is no minimum percentage requirement in Class 10th for CNET.
Eligibility is mainly based on Class 12th subjects and marks.

If you belong to the General category and have scored 46% in your Class 10th, you are not eligible to apply for CNET. For General category candidates, the minimum required marks are 50% in Class 12th or its equivalent examination. Reserved category candidates may receive some relaxation in certain cases, but for the General category, scoring below the minimum percentage makes you ineligible. If you wish to become eligible in the future, you can appear for improvement exams to raise your percentage to 50% or above and apply in the next session.
