It depends on college that you will need to buy books or not. But majorly all the books are available in the library and you can issue from there.

Some colleges do have book bank where they have the syllbs books which they give you on payment for the particular semester.

It totally depends on you, try issuing from library and then study if this helps then no need to buy the books.
