I don't know about complete fees concession but in colleges, there are seats in every branch called tuition fees waiver. If you able to get admission through those seats, your fees will be reduced by more than 65-75%. 

For example if in general you have to pay 56k for your college then on tuition fees waiver seat, you only need to pay 10k.

And still there are many scholarship available to get a huge decreament in your fees.
