You can apply for EWS even if the land is on your grandfathers name. You will have to show th vanshavali( genealogy proof) of your father and submit it in nearest pragya kendra. BDO office is open in most of the green zone so don't worry your EWS certificate will be in your hand quickly if you have other proofs.
