Let me explain this with an example suppose that you went to market to buy apples.There are few apples which are rotten and not fit for eating and there are apples which looks good overall and worth buying. What are you going to do? Buy the rotten apples or the good one? You will definitely choose the best apples.Similarly the institutes wants the best candidates, why would they want someone who is just good in scoring marks?
