As per the Information Brochure of the DU LLb admission process, 2019 you have to attend the counselling even if the result of your counselling degree has not been declared yet.
You are supposed to take your marksheets of the qualifying degree's examination and your degree. And as you do not have your degree yet, you can take a provisional certificate if applicable, till then.
