As per you question, as per kvpy rules and guidelines yes you have to pay the fees as per their given guidelines. If you will not pay the fees they will neglect your form as per their side ,they will think that you are not Interested to give this exam that is why you didn't payed the fees. As if your category is general you have to pay 1250rs for the kvpy.
