As per the board guidelines , any student who fails to clear the 9th class examination can not be promoted to class 10  , although some of the schools are not following this rule now a days. So , maybe your school can allow you to appear for class 10 without clearing the class 9th examinations but it is not right. Because unless your concepts of class 9 are clear , you can not score good in boards .ypu  should repeat the class 9th. In your case ,,you can also try for NIOS board as it is comparatively easier and gives you five attempts for clearing the exam
