Yes you can definitely apply for B. Com.

Required Qualifications

Pass in 10+2, A Level, IB, American 12th grade or equivalent with a minimum of 50% marks in aggregate. General Category: Admissions are done on the basis of marks obtained in the qualifying Examination and performance in screening test & interview conducted at the department.

You can still apply for B. Com. Required percentage for OBC is even less than that of general category.
