There is no need of 12th class marks in Upsc or as well as SSC CGL . These are graduation level exam . You need to a degree from a recoganised university .  After completion of graduation you are eligible for exam .Your 12th class marks only important for getting admission in university for your degree.

Your class 12th percentage is low you at least need 60% is most of the competitive exams. For UPSC you need to have PCM in class 12 for some of the exams and SSC CGL you need to have 60% marks in your class 12 mathematics exam.
