For SSC GD, an EWS certificate is generally accepted if it is valid for the relevant financial year and issued before the "crucial date" specified in the exam notification. The crucial date is usually the application closing date.
If your EWS certificate for UP is made before this crucial date and is valid for the right financial year, it will be considered valid for SSC GD.
However, a certificate made after the crucial date is usually not accepted, even if it is from the correct financial year.
