Hostel rules will be dependent upon the hostel you are taking admission. Rules will be different on the basis of the hostels you are staying in. There are certain strict rules to keep when you stay in a college hostel. In many college hostels mobile phones are not allowed. Also there are certain colleges that allows the use of mobile phone up to a strict schedule time.
Usage of mobile phone is not restricted in private hostels. It will vary based on place to place.
